and Means Committee Meeting
February
17, 2004
The
regular meeting of the Ways and Means Committee of the Town of James Island was
called to order at 6:30 p.m. at the Town Hall, 1246 Camp Road, by Mayor Clark.
Those present included: Councilmen Joe Qualey, Bill Woolsey, Parris
Williams and Bill Wilder. Also
present were: Clerk-Treasurer Marie Copeland and Attorney Mike Socha.
Mayor Clark advised that members of the press and the public were duly
notified of the meeting in accordance with State law and that the meeting would
be conducted according to Robert’s Rules of Order.
A motion
to accept the minutes of the February 3, 2004 meeting as submitted with no
corrections, additions or changes, was made by Councilman Woolsey; seconded by
Councilman Williams and approved unanimously.

2004-06 Council and Mayoral Salaries

Ordinance# 2004-06
was presented for first reading. Councilman
Williams made a motion to amend the annual salary of the mayor to $65,000/year
and council to $7,500/year. Mayor
Clark seconded the motion for discussion. Councilman Williams stated that the
mayor serves in a full-time capacity and acts as an administrator; the town will
eventually grow and will hire additional staff as it grows.
Councilman Woolsey commented that the Town currently has 2 employees; it
is inappropriate to compare the Town with the City of Charleston and North
Charleston which have a larger staffing base; this issue could be revisited once
the Town hires additional people. In addition, the Town has a 10 year contract
with the PSD and the charges by the County for planning services are not too
high. Councilman Qualey said
he was originally a proponent of a higher salary for the mayor; however, $65,000
was too high. He said the salary
for mayor and council should be set before the filing period for candidacy ends.
The
motion to amend Ordinance 2004-06 was
voted on and did not pass. Vote:
Councilman Qualey-no; Councilman Wilder-no; Councilman Williams-aye; Councilman
Woolsey-no; Mayor Clark-no. Vote
on first reading of Ordinance 2004-06:
Councilman Qualey-aye; Councilman Wilder-aye; Councilman Williams-no;
Councilman Woolsey-no; Mayor Clark-no. The motion did not pass and will
therefore go to Council to disapprove.

There
being no further business to come before the Ways and Means Committee, the
meeting adjourned at 6:55 p.m.
The next
meeting of the Ways and Means Committee will be held on Tuesday, March 2, 2004.
