Council Meeting
February
17, 2004
The
regular Town Council meeting was called to order at 7:00 p.m. at the Town Hall,
1246 Camp Road by Mayor Clark. Those
present included Councilmen, Joe Qualey, Bill Wilder, Parris Williams, and Bill
Woolsey. Also present were
Clerk-Treasurer Marie Copeland and Attorney Mike Socha.
Mayor Clark advised that members of the press and the public were duly
notified of the meeting in accordance with State law and that the meeting would
be conducted according to Robert’s Rules of Order.
Councilman
Williams opened the meeting with the invocation and led everyone in the Pledge
of Allegiance.
Approval
of Minutes - February 3, 2004:
Councilman Woolsey
made a correction to the minutes that a motion/resolution was passed to have Mr.
Socha research whether the Town or City has jurisdiction over the intersection
proposed for closing (Grand Concourse/Fort Sumter).
A motion to approve the minutes with the correction was made by
Councilman Williams, seconded by Councilman Woolsey and was unanimously
approved.
Councilman
Woolsey requested and was granted permission to amend the agenda to add the
Public Safety Report.
Councilman
Wilder requested and was granted permission to amend the agenda to discuss the
McLeod Plantation under New Business.
Councilman
Qualey recognized and thanked Cynthia Perrow, a West Ashley resident that wrote
a Letter to the Editor regarding the impact of traffic that the additional
construction of the Dill tract will cause to all areas.
Citizen’s
Comments:
Eda
Laughlin –
volunteer, Town Hall. Mrs. Laughlin
reflected on the beauty of the American Flag and what it represents; this lead
her to begin to think about the
Town having its own Flag. Mrs. Laughlin presented a Flag she designed, and
explained what the shapes and colors represents. The Flag will be presented to
the Town as a gift once it receives a favorable ruling from the Supreme Court;
Mrs. Laughlin will maintain the ownership. Island T’s Promotion was thanked
for making the Flag. Councilman Qualey added that he was inspired by Mrs.
Laughlin’s work and hopes to this will soon be the Town’s Flag.
